Naya Raipur to usher in a new era of development in Chhattisgarh, says Knight Frank

Raipur, August 11, 2016: Knight Frank India, the leading global property consultants, today released an exhaustive report on the two newly carved out state capitals of Chhattisgarh and Andhra Pradesh – Naya Raipur and Amaravathi respectively. Titled, ‘The New Power Centres’, the report explores the potential of the proposed capitals to become world class cities and influencer zones.

The state of Chhattisgarh was carved out of Madhya Pradesh in the year 2000 and Raipur, the most populous and largest city in the state, was made its capital. However, Raipur did not have the necessary infrastructure to function as the capital of the new state and hence the need for Naya Raipur as a new state capital. Naya Raipur is the first Greenfield state capital city project in 21st-century India followed by Amaravathi. These are fourth and fifth Greenfield capital cities, the first three being Chandigarh, Bhubaneswar and Gandhinagar.

Naya Raipur’s unique positioning & proposed developments:

· Proximity to the Raipur–Vizianagaram and Mumbai–Kolkata railway lines; Easy access NH-6 and NH-43

· Absence of mining areas and several pollution free zones with proximity to airport and presence of water bodies will be helpful for developing recreational spots across the city

· The Naya Raipur Development Plan has allocated 26.36% or 21.13 sq. km. area for residential development, highest apart from allocating 26.66% or 21.37 sq .km. area for recreational areas

· Availability of water due to proximity to the Mahanadi river and Mahanadi Canal and abundant availability of government-owned land makes it extremely popular choice

· Independent existence despite proximity to Raipur; divided by the fully functional Swami Vivekananda Airport that is currently awaiting international status ·

Naya Raipur has an international cricket stadium operational since 2013. The Secretariat has already been functioning from the Capital Complex since 2012.

Naya Raipur is uniquely positioned and the proposed infrastructure includes Central Park spread across 70 acres, Logistics Hub over 176 hectares, SEZs and IT SEZs and Central Business District spread across 103 hectares to name a few. The government also proposes to set up an electronic manufacturing cluster at an estimated cost of Rs. 105 crores. Major impetus is given to education and land has been allocated to IIM, AIIMS, Shankar Netralaya and Ayurvedic University.

Currently the real estate prices in Naya Raipur are approx. Rs. 2500-2800 per sq. ft. in Sector 27 and Rs. 2300-2500 per sq. ft. in Sector 29. The real estate market in Raipur, especially in the micro-markets on the way to Naya Raipur is witnessing hectic construction activity. At present the bright spots for real estate sector within the influence zone in Raipur are along NH-6 and NH-43.

Micro markets in North & East Raipur have gained importance on account of their proximity to Naya Raipur and the real estate prices in the micro markets of Ama Seoni, Shankar Nagar and Saddu are between Rs. 1800-3400 per sq. ft, while West Raipur with a fairly established infrastructure and proximity to AIIMS Raipur currently has an edge over other locations. South Raipur, one of the emerging micro markets in the Raipur real estate market also holds a promise due to its proximity to Naya Raipur and the airport and is connected by NH 43. The average prices in select micro markets comprising Amlidih, Deopuri and Kamal Vihar range between Rs. 2500 to Rs. 3200 per sq. ft.

Some of the prominent names in the public and private sector, who have committed investments in Naya Raipur include Container Corporation of India, Jindal Group and National Building Construction Corporation to name a few.

Commenting on the report Dr. Samantak Das, Chief Economist and National Director, Research said, “Naya Raipur is the first planned state capital in the 21st century and has the potential to change the face of Chhattisgarh. However, one has to have a long term view for the investment to fetch the desired returns. The government has to move swiftly and ensure that the proposed development of Naya Raipur goes according to plan. The impact of Naya Raipur is already visible in the micro markets of Raipur, especially those that are close to Naya Raipur. Micro markets in the North, East and South Raipur along with Naya Raipur will form the influence zone, which will become an urban agglomeration. As plans for the new capital start firming up on the ground, more involvement of companies from the private sector can be expected.”

The Chhattisgarh Housing Board (CGHB) will be developing an ultra modern Club House with Public Private Partnership (PPP) at Sector 27 in the new capital region, officials informed.

The Club House will be built on ‘Design, Finance, Build , Operate and Transfer (DFBOT) basis, officials informed.

Keeping the requirement of Sector 27 and surrounding residential township and commercial areas in consideration, CGHB has proposed to develop a high end club facility on public private partnership. The total estimated project cost is Rs 14.00 crores.

The club is proposed to be integrated with premium quality sports, convention and recreation facilities. The total land area available for the development of Project is 1.21 acres (53100 Sqft), out of which 25700 Sqft. shall be used for the development of party lawn, banquet hall, restaurant, swimming pool, lobby on ground floor, 19500 Sqft on first floor and 17700 sqft. on second floor whereas 19500 sq. ft. will be used for the basement parking.

The Naya Raipur Development Authority (NRDA) also will be developing an integrated adventure sports facility at Sendh Lake in the new capital region.

It may be also recalled that the Chhattisgarh government would also re-create models of Bastar and Surguja division jungles and other natural beauty of Chhattisgarh in the proposed Film City to come up at Naya Raipur.

The nature based models would be created for enabling shooting of films which would also help showcase Chhattisgarh in global cinematic space, officials informed.

NRDA has earmarked 10 acres of land for the Film City.

The Chhattisgarh government is now also betting big on promoting film industry by planning to develop world-class film production infrastructure in the State.

Five residential sectors having more than 8000 dwelling units have been completed in Chhattisgarh’s new high tech capital Naya Raipur, officials informed.

The habitation in the residential sectors has also commenced, they informed.

It may be recalled that the NRDA will also develop a ‘Land Management System’ for managing disposal of land for infrastructure development, officials informed.

Naya Raipur as a Smart City will leverage the collective intelligence created by connecting physical, institutional, social and economic infrastructure to deliver a quantum improvement in the quality of life of local population, they informed.

Notably, the new capital city of Chhattisgarh is a ‘green field’ city and is planned to develop its infrastructure gradually in order to provide world class amenities and facilities to its residents and visitors.

NRDA has taken the next step in “Smart City’ development with plans now for ‘Information & Communication Technology” (ICT) enablement of infrastructure and citizen services, officials informed

Notably, Naya Raipur is already among five other cities in the country chosen as ‘Demonstration Cities’ for the Centre’s ambitious Sustainable Urban Transport Project (SUTP).

The final five cities participating as ‘Demonstration Cities’ under Sustainable Urban Transport Project (SUTP) are – Indore (Madhya Pradesh), Mysore (Karnataka), Naya Raipur (Chhattisgarh), Pune and Pimpri Chinchwad (Maharashtra).

Detailed project profiles were prepared by all cities with the assistance of the SUTP Consultants and then endorsed by the SUTP Steering Committee to be included to SUTP as ‘City Demonstration Projects’, officials stated.

It plans of developing a project comprising IT-enabled systems to manage a host of utilities using state-of-art technology.

The design would comprise IT enabled land management system, city surveillance besides a host of other systems till now popular and being used only in the developed countries.

The other city management systems include intelligent lighting systems, pay and use parking systems, city guide map available through web browser, intelligent transport system, city level wi-fi touch screens across the city, display boards across the city for providing real-time information, emergency alert and crisis response systems, traffic re-routing applications based on real time traffic data.

The city would also have an Central Control Centre for monitoring all the services including central traffic control and management system.

It may be recalled that Naya Raipur has emerged in the country with the largest land bank of a mammoth 237 square kilometres ( 23,700 hectares).

The NRDA has plans of developing a ‘Transport Hub’ spread over an area of 161.9 hectares in the new capital city.

The hub would include setting up Light Rail Transport System (LRTS) stations. The area being earmarked for the ‘Transport Hub’ would be 12.55 per cent of the total area of the new capital city, officials stated.

It is one of the beautiful and the newest lake in Naya Raipur. Sendh Lake is the most beautiful attraction of this planned city of Chattisgarh. The road side along the perimeter of the lake makes a open space for a long drive along it. The drive along the lake side is not less than the Marine Drive of Mumbai.
