The Chhattisgarh Housing Board (CGHB) will be developing an ultra modern Club House with Public Private Partnership (PPP) at Sector 27 in the new capital region, officials informed.

The Club House will be built on ‘Design, Finance, Build , Operate and Transfer (DFBOT) basis, officials informed.

Keeping the requirement of Sector 27 and surrounding residential township and commercial areas in consideration, CGHB has proposed to develop a high end club facility on public private partnership. The total estimated project cost is Rs 14.00 crores.

The club is proposed to be integrated with premium quality sports, convention and recreation facilities. The total land area available for the development of Project is 1.21 acres (53100 Sqft), out of which 25700 Sqft. shall be used for the development of party lawn, banquet hall, restaurant, swimming pool, lobby on ground floor, 19500 Sqft on first floor and 17700 sqft. on second floor whereas 19500 sq. ft. will be used for the basement parking.

The Naya Raipur Development Authority (NRDA) also will be developing an integrated adventure sports facility at Sendh Lake in the new capital region.

It may be also recalled that the Chhattisgarh government would also re-create models of Bastar and Surguja division jungles and other natural beauty of Chhattisgarh in the proposed Film City to come up at Naya Raipur.

The nature based models would be created for enabling shooting of films which would also help showcase Chhattisgarh in global cinematic space, officials informed.

NRDA has earmarked 10 acres of land for the Film City.

The Chhattisgarh government is now also betting big on promoting film industry by planning to develop world-class film production infrastructure in the State.

Five residential sectors having more than 8000 dwelling units have been completed in Chhattisgarh’s new high tech capital Naya Raipur, officials informed.

The habitation in the residential sectors has also commenced, they informed.

It may be recalled that the NRDA will also develop a ‘Land Management System’ for managing disposal of land for infrastructure development, officials informed.

Naya Raipur as a Smart City will leverage the collective intelligence created by connecting physical, institutional, social and economic infrastructure to deliver a quantum improvement in the quality of life of local population, they informed.

Notably, the new capital city of Chhattisgarh is a ‘green field’ city and is planned to develop its infrastructure gradually in order to provide world class amenities and facilities to its residents and visitors.

Notably, Naya Raipur is already among five other cities in the country chosen as ‘Demonstration Cities’ for the Centre’s ambitious Sustainable Urban Transport Project (SUTP).

The final five cities participating as ‘Demonstration Cities’ under Sustainable Urban Transport Project (SUTP) are – Indore (Madhya Pradesh), Mysore (Karnataka), Naya Raipur (Chhattisgarh), Pune and Pimpri Chinchwad (Maharashtra).

Detailed project profiles were prepared by all cities with the assistance of the SUTP Consultants and then endorsed by the SUTP Steering Committee to be included to SUTP as ‘City Demonstration Projects’, officials stated.

It plans of developing a project comprising IT-enabled systems to manage a host of utilities using state-of-art technology.

The design would comprise IT enabled land management system, city surveillance besides a host of other systems till now popular and being used only in the developed countries.

The other city management systems include intelligent lighting systems, pay and use parking systems, city guide map available through web browser, intelligent transport system, city level wi-fi touch screens across the city, display boards across the city for providing real-time information, emergency alert and crisis response systems, traffic re-routing applications based on real time traffic data.

The city would also have an Central Control Centre for monitoring all the services including central traffic control and management system.

It may be recalled that Naya Raipur has emerged in the country with the largest land bank of a mammoth 237 square kilometres ( 23,700 hectares).

The NRDA has plans of developing a ‘Transport Hub’ spread over an area of 161.9 hectares in the new capital city.

The hub would include setting up Light Rail Transport System (LRTS) stations. The area being earmarked for the ‘Transport Hub’ would be 12.55 per cent of the total area of the new capital city, officials stated.

Logistics (comprising air, sea and land transport) market in India is valued at around

US$320 billion per year, growing annually at over 5%. With the world getting smaller

and with markets getting liberalized, the demand for movement of merchandise,

goods and services and for the wide range of activities in the logistics sector is

steadily rising. Infrastructure facilities need urgent attention to exploit cheaper costs

to emerge as a strong regional logistics hub.

Various state Governments are recognizing the value of integrated logistics to domestic companies in improving their profit performance. Domestic Firms have also recognized that in utilizing logistics to create value, they will improve their international competitiveness.

Optimal integration of different transport modes enables an efficient and costeffective

use of the transport system. In order to accelerate the development of

efficient multi-modal transport and logistics operations, governments in a number of

states are working with the private sector on capacity building in multi-modal

transport operation, management and operation of container terminals, and increased

road haulage and multi axle freight vehicles in the transportation of containers

between Inland Container Depots (ICDs) and inland destinations/origins.

 

Traditionally, the city of Raipur has been described as “an agricultural-processing and

saw-milling town” and now serves as a regional hub for trade and commerce for a

variety of local agricultural and forest products. Located at virtually the heart of the

country, the city has strategic advantages vis-à-vis traffic flow within the country and

efficient logistics management. It is in this context that a Logistics Park is envisaged

in the new capital region of Raipur, where land has been earmarked for this purpose.

This new capital city being developed by the Government of Chhattisgargh (GoC) –

Naya Raipur – has been identified as the ideal location for the proposed Logistics

Park. One of the first tasks taken up by the government of the newly formed

Chhattisgarh state was to develop a planned new capital city. Thus, it formed the

Capital Area Development Authority (CADA) and conceptualized the creation of the

Naya Raipur city.

 

 

Naya Raipur is being developed being as a modern, state-of-the-art capital city that

will provide attractive infrastructure, residential and socio-cultural facilities to its

inhabitants. The new capital city is being developed adjacent to Raipur city and is

close to the National Highway Nos 6 and 43, covering an area of 7900 hectares. Its

close proximity to Raipur’s Mana airport, now proposed to be upgraded to an

international airport, is also seen as a key advantage.

 

The Naya Raipur Development Authority (NRDA) has been designated as the

Planning and Development Authority for the proposed Naya Raipur. NRDA is

undertaking a comprehensive program for the area and infrastructure development in

the proposed Naya Raipur city of Chhattisgarh. One of the first and most important

projects being undertaken by NRDA is a Logistics Park. While being a passenger

distribution center, this proposed integrated multi-modal transport hub will be a

massive and important meeting point for locals, visitors and those who just pass by

the new capital city of Chhattisgarh. The Logistics Park will have some commercial

supporting facilities like ticketing offices as well as offices of the transport agents and

forwarding companies

NRDA has entered into a strategic partnership with IL&FS Infrastructure

Development Corporation Ltd. (IIDC) to develop the bankable projects capable of

attracting interest of private investors in the state of Chhattisgarh. The proposed IT

Park is one of the primary projects being developed by IIDC for NRDA.

 

  1. Project Location

As a part of the new development plan, land use zones have been earmarked for the

Naya Raipur Area. An area of 176 Hectares has been demarcated for the proposed

Logistics Park, located on the northern part of the new capital city.

 

Along with a new railway station, the Logistics Park is proposed to be located along

the existing Visakhapatnam-Raipur-Kolkata main railway line located on the northern

part of the new capital city. This hub will also house the terminus of the electric bus

system as well as the future LRT station. It is also proposed that the regional long

distance bus terminal be located at this hub as well. This site is at a distance of only

30 km approx. from Raipur.

 

Towards the central eastern periphery of Naya Raipur, NRDA is coming up with a

huge ‘Capital Complex’ which will house many State Government offices. With the

establishment of government offices, residential facilities, educational complexes, IT

Park, Convention Center etc. the entire area is expected to turn into an ultra-modern

city. In such a scenario, importance of Logistics Hub is even more enhanced not only

as a point of transit but also as a focal point to serve the new city.

IT Park

The Government of Chhattisgarh (GoC) recognized the importance of the IT sector early and as a result was the first state in India to form rules under the IT Act. The State’s IT Policy has been designed to achieve the Governments vision of creating an ‘e’nabled Society effectively contributing to the Social and Economic Development
of the State, where there are no islands of elitism or isolated conclaves of wisdom. As stated in the IT Policy, the GoC is keen to develop an IT Park in order to develop the IT industry in the state.

Project Location

As a part of the new development plan, land use zones have been earmarked for the Naya Raipur Area. In the Western corner of the planned Naya Raipur City, in proximity to the Airport and proposed Convention Center, around 225 ha of land has been earmarked for development of IT Park. This site is at a distance of only 30 km approx. from Raipur.

The earmarked land is mostly a barren land. There are a few villages in the area and the villagers are mainly associated with rice cultivation and livestock rearing. Land for the Project shall be provided free of encumbrances to the developer by NRDA. Since there are pockets of settlements in the allocated land, unavailability of land with
clear land title may become a hindrance to implementation of Project in PPP format. Hence, NRDA would have to examine the land titles and earmark contiguous vacant land tract for the proposed IT Park.

Project Focus
The main focus is to develop an Information Technology (IT) Park on Public Private Partnership (PPP) in the new capital city, Naya Raipur, in the state of Chhattisgarh.

Objectives of the Consulting Assignment
The objectives of this consultancy are:
a) To carry out Demand Assessment studies for assessing likely demand for space by investors in the proposed ‘IT Park’;
b) To prepare a Techno-Economic Feasibility Report including the conceptual Master Plan, Cost Estimation and Financial Viability for the ‘IT Park’ that can be used by the potential developers of the Park for submitting their bids.
c) Preparing Technical Specifications, Development Brief and Performance Parameters to be provided in the bidding documents.
d) Assist NRDA/ IIDC in evaluation of Technical Bids.

नया रायपुर में सेंट्रल पार्क 32 करोड़ रुपए की लागत से तैयार किया जा रहा है। 70 एकड़ पार्क की लैंड स्केपिंग और कुछ अन्य निर्माण पर खर्च किए जा रहे हैं। यह राशि मुख्य रूप से उद्यान की लैेंड स्केपिंग सहित बेसिक इंफ्रास्ट्रक्चर पर खर्च हो रही है। इसके बाद लगभग इतनी ही राशि दूसरे फेज में खर्च करने की तैयारी है।

सेंट्रल पार्क को जीएमआर चौक के दोनों तरफ उत्तर और दक्षिण हिस्से में बांटकर विकसित किया जा रहा है। प्रत्येक हिस्सा 35 एकड़ का है। दोनों हिस्सों में आम लोगों की सुविधा के हिसाब से बस पार्किंग, कार पार्किंग, टैक्सी स्टैंड, स्कूटर पार्किंग, रेस्टॉरेंट, फूड स्टॉल, टॉयलेट आदि का इंतजाम किया जाएगा।

इमर्सिव डोम पर 7 करोड़

इमर्सिव डोम पर सात करोड़ रुपए खर्च किए गए हैं। जर्मन तकनीक से बने इस अधलेटे अवस्था में डोम पर करीब आधे घंटे की मूवी या डॉक्यूमेंट्री दिखाने का इंतजाम किया गया है। 150 लोगों के एक साथ बैठने की व्यवस्था की गई है। तकनीक से लेकर सारा सामान जर्मन से मंगाया गया है।

ट्रैफिक पार्क

उत्तरी हिस्से में आम नागरिकों और बच्चों को ट्रैफिक नियमों से परिचित कराने केलिए ट्रैफिक पार्क तैयार किया जा रहा है। इस पार्क में ट्रैफिक नियमों को चित्रित किया जाएगा। पार्क बनकर तैयार होगा तो यहां लोग घूमने के साथ ट्रैफिक के मामले में शिक्षित भी होंगे।

बच्चों के लिए खासा खर्च

पार्क में बच्चों के लिए करोड़ों रुपए खर्च किए जा रहे हैं। पार्क के उत्तरी हिस्से में स्केटिंग प्लेटफॉर्म तैयार किया जा रहा है। इसके दोनों तरफ सांप-सीढ़ी और चेस का प्लेटफार्म तैयार किया जा रहा है। जिस पर आदमकद गोटियां और रखी जाएंगी, जिसे सरका कर बच्चे खेल सकेंगे। वहीं बड़े बच्चों का पार्क डिवेलप किया जा रहा है, जिसमें झूला के अलावा विभिन्न प्रकार की खेल सामग्रियां रहेंगी।

दक्षिण हिस्से में एम्फीथिएटर

पार्क के दक्षिण हिस्से में एम्फीथिएटर विकसित किया जा रहा है। इस थिएटर में 1500 लोगों के बैठने की व्यवस्था की जा रही है। थिएटर का इस्तेमाल नाटक आदि के अलावा विविध आयोजनों के लिए किया जा सकेगा।

जोडियक पार्क पर करोड़ों खर्च

पार्क के दक्षिणी हिस्से में जोडियक पार्क विकसित किया जा रहा है, जिसमें राशि के हिसाब से विभिन्न मुद्राएं निर्मित की गई हैं। इस उद्यान पर भी करोड़ों रुपए खर्च किए जा रहे हैं। इसके अलावा ग्रह-मंडल का विकास किया जा रहा है, जो तारामंडल की तर्ज पर होगा।

बुजुर्गों के लिए हट्स

उद्यान के दक्षिणी हिस्से में सीनियर सिटीजन हट्स यानी बुजुर्गों के लिए झोपड़ीनुमा संरचना तैयार की जा रही है, जिसमें उनके बैठने और लेटकर आराम करने की व्यवस्था होगी। इसी से लगा एक योगा पार्क भी होगा।

रंगीन मछलियों का तालाब

रंगीन मछलियों का एक छोटा तालाब विकसित किया जाएगा, जिसमें दुनियाभर की रंग-बिरंगी मछलियों को पाला जाएगा। अफसरों का कहना है कि यह पूरे प्रदेश के लिए कौतुहल का विषय बनेगा।

फुलवारी यानी गार्डन आफ फ्रेगरेंस

सेंट्रल पार्क के उत्तरी और दक्षिणी दोनों हिस्सों में दो फुलवारियां विकसित की जाएंगी, जिसे गार्डन ऑफ फ्रेगरेंस नाम दिया गया है। इन पार्क में खुशबूदार फूल के पौधे लगाए जाएंगे।

 Commuters in the new capital will experience better connectivity in the coming years with five new railway stations in the offing at Naya Raipur in collaboration with South Eastern Central Railways (SECR) and Naya Raipur Development Authority (NRDA).

The future city of the state will connect all the small territories to each other in the next two years.

Talking to TOI, R K Agrawal, CPRO, SECR, said that the new 20km railway line would connect Naya Raipur to Udyog Nagar, Central Business Street, Muktanagana and Kendri village. “In the coming years, these areas would attract a large crowd with several development schemes on the cards. A well-connected Naya Raipur will not only serve with proper city bus services but also rail service,” he said.

“It’s going to be a big project where SECR is investing an estimated amount of Rs 100 crore. While railways will contribute in laying the railway tracks, NRDA would bear the responsibility of construction of station building,” Agrawal said.

The Naya Raipur railway station would be constructed near Sai Hospital for trains going to Udyog Nagar, the future industrial hub connecting to Business Street near Secretariat building and Muktangana. These three stations will serve as passenger halt stations while main stations will be Naya Raipur and Kendri. Further, Kendri which is currently on narrow gauge would be converted to mainline connecting to Dhamtari railway line.

The 20km railway line will mainly run between Mandir Hasaud, which already has a railway station, and Lakhauli. “Plans are in the making and few details are awaited following which, construction work would begin,” Agrawal said.

NRDA is working on land acquisition, clearing of land, construction of station building and other vital aspects. People who are already travelling to Naya Raipur from Kendri and nearby places have heaved a sigh of relief. “I have to travel more than 25km one-way to reach my office near Cricket stadium. It consumes a lot of time and fuel. The rail connection would be a respite,” Abhishek Awasthi, an engineer said.

 The newly formed state of Chattisgarh in India, has witnessed large-scale industrial development due to its rich mineral deposits.

A masterplan for its new capital city ( NAYA RAIPUR) has been drawn up and a 350 acre plot of land was adopted by the Vedanta Group to develop a cancer hospital , with adjoining residential, teaching , wellness center & spa facilities on 50 acres, run purely on a non-profit basis.

This also involved developing a macro-level plan for the additional 350 acres of land surrounding the hospital , incorporating a sports, commercial and educational complex and generating a horticultural and agricultural industry to sustain the campus and the surrounding villages, to aid in laying the foundation for sustainable development not only on the site but also around it. As one of the first projects to begin work, our site was an opportunity to establish a benchmark , not just for future medical facilities, but for integrated sustainable development in the rest of the city. A workshop was organised and presided over by experts in the field of oncology from India and abroad, in order to prepare a white paper/manifesto on cancer treatment for the next 2 decades.

This was an exercise in addressing the issue of cancer coverage for a state where cancer had overtaken cardiac disease in terms of mortality rates. A plan to develop a tertiary care center, linked to 5 secondary care centers , each served by 3 mobile units. This Hospital is designed to be, first and foremost, patient -centric . Critical movement paths of patients/doctors/services/visitors and 3-dimensional functional interconnectivity have been synergistically established as an outcome of the workshop. The focus rests on the patient , at both a physiological and psychological level, and although the effect of nature, green spaces and water is not quantifiable, they have been integrated and emphasized at every level of planning. It represents a convergence and merging of science and spirituality, and nowhere is this more symbolized than at the extremities of the building spine. At the northern end, a subterranean meditation center is accessed through trees and a waterbody and captures the first rays of the sun. At the western end is a teaching facility, library and auditorium. It is a representation of our collective acknowledgment that, when confronted with the difficult and ambiguous issue of our own impermanence, the journey within can often provide answers that external sources fail to yield.

An east-west spine has been developed as a street flanked by all the out-patient and diagnostic facilities, and containing all common-visitor facilities ( atm’s,pharmacy, restrooms, cafes etc) along its length. The main out-patient entrance and registration is designed to process and disseminate a large number of referrals , and to surmount the inevitable problem of communication and navigation that occurs in a country with multiple languages and dialects, colour coded cards are handed out so patients can follow graphic vectors on the floor to their destination . Individual out-patient pods corresponding to different parts of the human anatomy are arrayed in a north-facing waterbody , interspersed with landscaped courts and connected to the street via sub-spines . These pods are differentiated by their modified roof profiles, manipulated individually within a common structural framework to bring north light into the waiting areas, a principle that extends into the main street and the sub-spines.

The areas in the north are oriented to make the most of the soft natural light, and a journey to the pods inevitably leads you past landscaped break-out areas. Major diagnostics, radiotherapy and the proposed proton accelerator are functions that require very restricted natural light and are therefore arrayed on the south of the spine as solid bunkers, where they shield the spine and the intermediate courtyards from the harsh south sun. The chemotherapy and imaging blocks are placed further east along the spine and fragmented courts bring natural light into working and waiting areas. The street ensures highly streamlined patient movement whilst always keeping them in contact with nature. A service tube runs below the spine to carry services through the length of the facility and branches out at critical locations to provide tap -offs. The inpatient areas are accessed by a separate entry in the north-east, where a large lobby with common facilities acts as a node to channel restricted movement further into the facility. Certain facilities, like a lounge with slumberettes, were added to contextually adapt the in-patient areas to Indian sociology. The in-patient wards are stacked to optimize services and circulation.

The 1st level of the facility is restricted primarily to the doctor and staff areas, and these have been translated as diagrams connecting volumes to critical points of contact below. The operation theatres, surgical ICU’s , and medical ICU’s are also located at this level, as is a compact cardiac facility. ( Super-specialty cancer centers are considered redundant as cancer affects all parts of the body, and in order to be self-sustaining , this facility needed to be equipped to handle all possible contingencies. Other parts of the anatomy could be dealt with , but cardiac complications required some additional attention). A thorough study was done to ensure the sustainability of this building . All flat roofs are being developed as green areas ( this also ensures that even areas like operation theatres look out onto green spaces), solar panels have been used extensively on south and west facing areas. Orientations have been studied for glazing and wind movements. The major circulation areas have been designed for natural ventilation in good weather, and free-cooling in warm weather ( temperatures of upto 45 degrees can be reached.) Rain water harvesting, geo-thermal energy and a host of other measures have been taken . We have tried to develop a model that is as technologically progressive is it is humane, a salve for both the body and the mind.

Indian Institute of Management-Raipur (IIM-R) will have the stone-laying foundation ceremony of its upcoming new infrastructure at Naya Raipur, village Pota-Cheriya on May 5. To be built on a budget of Rs 600 crore, the campus was recently approved by the planning commission. 

“The institute that currently operates from Government Engineering College at Sejbahar has its proposed campus spread across 200 acres of land of which 13 lakh square feet would be utilised for the building and rest for extra-curricular activities,” Prof B S Sahay, director, IIM-R said. 

“Assuming 2016 as the deadline for completion, the campus would have facilities that are a blend of modern architecture and heritage of Chhattisgarh. While the campus will be ultra-modern with electronic library, wi-fi, indoor and outdoor games, it would also have smart classes like other prominent institutes where professors from different parts of the world can lecture students sitting here,” Sahay said. He added that its auditorium would have a capacity to accommodate 1,500 persons. 

Union minister for human resource development M M Pallam Raju will be the chief guest of the ceremony while Chhattisgarh chief minister Raman Singh will preside over the function. Other prominent guests who will be present include MP Ramesh Bais and Bhushan Jangde with minister for higher and technical education Ram Vichar Netam and Board of Governor, IIM-R Hari S Bhatia. 

The architect and model of the new campus is yet to be finalised. Sahay said that the institute aims to groom ethical leaders who are not only committed to business, commerce and industry but who also contribute towards nation building and bring laurels to the country.
